Dr. Matthew Ogunbukola

Dr. Matthew Ogunbukola is an Adjunct Assistant Professor of Strategic Management at the University of Maryland Global Campus and an Adjunct Professor at Anne Arundel Community College. He has also served as a Senior Program Manager at the Maryland Department of Health, overseeing statewide initiatives that improve public health services through technology and operational efficiency.

He holds a Doctorate in Business Administration with a specialization in Information Systems and Enterprise Resource Management from California Intercontinental University and an MBA from the University of Sunderland (UK). With over twenty years of experience in business strategy, program management, and digital transformation,
Dr. Ogunbukola has provided consulting services internationally. His work includes directing a $500 million identity management program across Nigeria, implementing a biometric workforce system for more than 70,000 civil servants, and launching a Central Bank–licensed mobile payment platform to promote financial inclusion.
His research interests include business strategy, leadership, digital payment systems, project management methodologies, and sustainable development in Africa. He also manages The Anchor Point LLC, advising organizations on strategy and enterprise systems.
